Description:
- fields are forecasts with steps 3 and 6 from base times 0000, 0600,
1200 and 1800 UTC each day; forecasts from base times 0000 and 1200
UTC also have steps 9, 12, 15, 18, 21, 24, 30 and 36;
- each parameter at each level is stored as a field of grid points at
N80 resolution;
