GRIB-2 fields in 0.5° x 0.5° resolution and BUFR data can be downloaded at the FTP server referred below. To decode/encode GRIB-2 data, ECMWF's GRIB API software can be used and is available for download here. To decode/encode BUFR data ECMWF's BUFRDC software can be used and is available for download here.
