The Benefit Analysis was prepared by a panel under the chairmanship of Dr Schneider of Switzerland, and attached as Annex 1 to the Project Study, presented by Dr E Suessenberger to Dr R Berger, Chairman of the Committree of COST Senior Officials, on 26 August 1971.
